How to Get a Saudi Freelance Document
October 6, 2026 · 5 min read
Not legal, tax, or accounting advice. Rules on the official screens can change. This article describes public pages of the Ministry of Human Resources and Social Development (HRSD) as they read on 19 October 2026. The portal decides eligibility, not this page.
The freelance work document (وثيقة العمل الحر) is issued through the Freelance Platform, منصة العمل الحر, at freelance.sa. HRSD's service page for issuing and renewing the document lists that platform as the service channel. You do not get the document by buying a PDF. You get it by applying on the official site and meeting the conditions the portal shows you.
What the ministry pages say the document is
HRSD describes the service as an electronic way to issue and renew freelance documents for people practicing freelance work, and to reach benefits offered with the document, without a visit to a branch. The same service page lists the fee as free (مجانية), lists Arabic and English as the service languages, and lists the service duration as immediate (فوري). The steps on that same page also say the document is issued after the operations team reviews the attachments. Read both lines. The status on your dashboard is the one that counts. Do not pay a stranger a 'processing fee' on the strength of a social-media post. The ministry page says the government service is free.
A ministerial decision published on the HRSD site (قرار العمل الحر 99439, publication date shown as 2 March 2021) says the document term is one year, renewable for similar years. It says citizens aged 18 to 60 may obtain the document after their eligibility is checked against the conditions published on the approved platform. It defines the freelance professional as a person who provides services on their own account by the hour, the day, or the job, rather than on a regular salary with an employer. The service page's own conditions list is shorter and not identical: age 18 or older, Saudi nationality, an active Absher account, and extra conditions for some categories from the competent authority. If those two official texts do not match the screen in front of you, believe the screen. This article will not guess which line wins.
Open the official platform
Go to freelance.sa yourself. Do not follow a look-alike domain from an ad. The HRSD service page explains login this way: if you already have an account, choose login and sign in through the National Single Sign-On (نفاذ). If you are new, choose the new-beneficiary path and verify with your ID number and date of birth, then finish the profile. The English user guide PDF hosted on hrsd.gov.sa (file path dated August 2026) says the same shape of login: open freelance.sa, choose Login, choose Nafath, enter your Nafath credentials, and complete the one-time code.
Nafath and Absher are government login tools. This store is not those tools. If a login page asks you to type your password into a site that is not the official one, stop. The support number printed on the HRSD service page and in the user guide is 920002654. The service page also lists the social account @Freelancersksa.
Issue the document, as the pages describe it
The HRSD service page lists this sequence after you are logged in. Open your profile. Choose to issue a new document (أصدر وثيقة جديدة). Choose the category. Choose the activity and the profession. Attach the files that profession asks for. Read the acknowledgement and accept it only if it is true. Continue. The page says the document is issued after the operations team reviews the attachments.
The English user guide describes a matching path from the main menu: Issue Freelance Document, choose the category, select the profession, upload the required attachments, confirm, and wait while the request is reviewed. When it is approved, the guide says you can download it as a PDF. The guide also says rejected documents and the reason appear under the dashboard, and that a request sent back for edits has to be updated with the attachments the screen asks for.
- Use freelance.sa, not a copy of the form someone messaged you.
- Pick the category and profession the portal offers. Do not invent a label.
- Upload only what that profession asks for. Read the acknowledgement.
- Watch the dashboard instead of refreshing a rumor about timing.
Statuses, download, and renewal
The service page says the dashboard shows the documents you applied for with these statuses: active (سارية), pending (قيد الانتظار), suspended (موقوفة), and rejected (مرفوضة). After approval, it says you print or download from the dashboard, using the download control next to the issued document. The user guide adds that you can view a document as active, expired, or rejected, and that the system can renew, cancel, or download it.
Renewal is the point where the two official pages do not tell one story. A FAQ line on the HRSD service page says renewal is done automatically without an action from the beneficiary. The user guide describes renewal as something you do from document management. Do not pick the sentence you prefer. Open the dashboard and read the control that is actually there. If it is unclear, use the number 920002654 rather than a blog, including this one.
What this document is not
The freelance document is not a commercial registration (سجل تجاري). They are different documents from different parts of the state. This article does not tell you whether your activity also needs a commercial registration, a municipal license, or a VAT registration. Selling through an online store, hiring people, or invoicing companies can sit under rules this page does not decide. Ask the Ministry of Commerce, ZATCA, or a Saudi accountant before you treat a template as permission.
A proposal page is not a contract. An invoice page is not a ZATCA e-invoice. The ministerial text describes a person selling their own services by time or by job. It is not a ruling on your specific activity. If a platform, a bank, or a client asks for the document, send the file the portal gave you, not a screenshot of this article.
The English PDF, and what it will not do
The Saudi Freelancer Starter Kit is an English PDF. It does not issue the document and it does not log into freelance.sa for you. It is a checklist beside the official screens, a SAR pricing worksheet with a floor, a target, and a walk-away number, a thirty-day plan that assumes you still have other obligations, outreach notes you edit, a proposal page, and a printable invoice with a VAT line you use only if you are registered. It tells you to confirm VAT, zakat, and e-invoicing with an accountant and on zatca.gov.sa. It is $17, charged in US dollars. All sales are final. The Arabic page for the same file says clearly that the guide is in English.
